Elena has been working at the International Budget Partnership (IBP) since 2007. She supervised the Open Budget Survey (OBS) research until 2016, and is now senior technical advisor to the Open Budget Initiative, leading the team’s capacity building efforts and managing the technology innovations that help streamline and facilitate the team’s work and connections with over 300 researchers and budget experts around the world. Prior to joining IBP, she worked as a consultant for the Organization for Economic Cooperation and Development (OECD), coordinating research on budget practices and procedures in the OECD and Latin American countries. Elena holds a BA in international economics and management from Bocconi University, and an MPA in public and economic policy from the London School of Economics as well as an MA in History of Art from the Birkbeck College. She is fluent in English, French, Italian and Spanish, and she loves developing designs and facilitation tools that allow for complex content and knowledge to be made accessible, visually interesting and usable to various audiences.
